This is Kyle Hudak new World Trade Center add-on for Cities: Skylines. It's a complete and mostly accurate recreation of the original complex that can be placed in game. This add-on comes in 11 parts, which can all be found on Steam
Please note that ALL 11 parts must be placed in-game, as the individual lots have parts of adjacent lots. You can find my tutorial on how to build it in-game. Look below tutorial movie.
You can find additional information on the lots and models, and screenshots, on the collection and individual asset pages on Steam. It comes complete with the two towers, the Marriott hotel, 4, 5, 6 WTC, and 7 WTC. Included also are Austin J. Tobin Plaza, its fountain and Sphere sculpture, as well as other sculptures throughout the complex, the 1993 bombing memorial, and a fictional 9/11 memorial, created to fill in extra space in front of the hotel. Exceptions to accuracy for the most part are the edges of the complex, where differences between real life and the game's roads and elevations demanded some liberties to be taken. Otherwise, the sizes and placements of the buildings are accurate. The complex is 1:1 scale. These assets will be updated later with night lighting (and a couple other minor fixes) When the After Dark expansion is released.

DIRECTIONS FOR BUILDING IN-GAME:
WATCH THIS tutorial video to see how it's built, or follow the steps below:
1. FLATTEN the site (50x50 area at least) using the TERRAFORM TOOL MOD. The area must be as flat as possible.
2. Build a road to the edge of the planned construction area, then build PART 1 (7 WTC) along that road. Extend Part 1's roads as needed.
3. Start plopping Parts 2-11 as per the site plan in the above gallery or at the link below, adding/closing the roads as needed.
IMPORTANT NOTES:
- ALL 11 parts MUST be built, and built as they're intended to be laid out. They are not designed to be built individually or in different patterns.
- The 3D columns of the towers may result in odd patterns with poor or no anti-aliasing. You can fix this by using better anti-aliasing, or using the DYNAMIC RESOLUTION MOD.
- This complex was designed to be explorable with the GROUND LEVEL CAMERA MOD.
You can also use the FIRST-PERSON CAMERA MOD to explore it.
- In the future, I may make individually-ploppable versions of the towers, 7 WTC, and the hotel for those who want a little more freedom to place things where they want.
